How to shift a function and reflect about x-axis?

I have a problem in my math class and it's been awhile since I've had to do it and I can't find it in my book. It's pretty simple but for the life of me I can't remember how to solve it. For the function y=square root of x, write final function that is shifted 4 units to the left, shifted 3 units down vertically and reflected about the x axis.

If time is my dependant variable, should it be on the y axis?

Even if it's the dependant variable and it is easier to analyze when it's on the y axis?
